Senate To Sanction $12.921Billion As FG External Loan Plan

The Nigeria Upper Legislative has been asked to sanction $12.921 billion loans as part of the Federal Government’s 2016-2018 external borrowing (rolling) plan. The Senate President Bukola Saraki in the chamber yesterday read the presidential request. In the April 21 memo, “Request for approval for Federal Government 2016-2018 external borrowing rolling plan”, President Muhammadu Buhari referred to his earlier letter on the same subject matter. The request is believed to be part of the $29.96 billion loan earlier rejected by the Senate. The memo reads in part: “I wish to refer to my earlier letter in respect of the above subject and to inform the distinguished Senate that the China-Exim Bank has approved our request for a loan to execute the Lagos-Kano Railway modernisation project (Kano-Kaduna segment) for a sum of $1.231 billion. “The Chinese have also informed us that approval of the Lagos-Kano railway modernisation project (Kano-Kaduna segment) and coastal Railway project. Presidential Investigative Committee members explores deeply the recovery of $43.4million at Osborne Towers in Ikoyi, round the table yesterday for more than 11 hours in Lagos. Committee examined documents and interrogated some officials at the marathon session. Grilled were the suspended Director-General of the National Intelligence Agency (NIA), Amb. Ayo Oke, and some top officials of the agency. One of the highlights of the session was when the suspended NIA DG told the panel that he wrote a memo to the National Security Adviser (NSA) on the custody of the $43.4million for covert operations. A source said the DG maintained his stand that he informed the NSA, Maj.-Gen. Babagana Monguno, who is a member of the committee, about the money. The Nigeria Senate president, Bukola Saraki, said yesterday that the legislative chamber of the National Assembly will begin on restructuring Nigeria’s education system through legal framework to make Nigeria Education more competitive both locally and internationally. According to Saraki, the new legislative framework will enhace more autonomy for the education system. He also said that with the present economic recession in Nigeria, interventions in the nation’s educational system must no longer be business as usual. According to his Special Assistant on Public Communications and New Media, Lere Olayinka, the governor said on sunday, it was necessary for Nigerians to be properly informed about the well-being of their President. Fayose, who said Buhari, like any old man, was susceptible to illness, said the President would do well to go and take proper care of his health and allow the Vice-President, Yemi Osinbajo, to constitutionally act as the President. “But it is doubtful if those cabals that are obviously running their own Presidency within President Buhari’s Presidency will allow him to take a long vacation, probably outside Nigeria to take care of himself,” Fayose said.
